Miner named Associate Vice President of Business and Finance at Jackson State University

Jackson State University has named Porscha Miner the new Associate Vice President of Business and Finance. Miner comes to the University after serving as the Lead Senior Budget Analyst for the Mississippi Legislative Budget Office (LBO) for more than 11 years.

While there, she assisted and coordinated directly with the Joint Legislative Budget Committee, as well as all members of the legislature in formulating a $26-billion-dollar state budget. She was also responsible for leading, guiding, assisting, and supporting staff with various fiscal and policy analyses, as well as mentorship, training, and development of staff, new hires, and interns.

I look forward to being an asset to the campus community and especially to the Division of Business and Finance by supporting Vice-President/CFO, Howard Brown and the fiduciary vision and the overall vision of this great institution through leadership and problem-solving, accessibility and customer service, and by providing ideas that will continue to move the mission of JSU forward,” she said. 

Miner has also served as the Budget Analyst for Mississippi’s eight (8) public Institutions of Higher Learning and the University of Mississippi Medical Center, providing various fiscal and policy analyses supporting each institution’s budget. Additionally, she served as the liaison to the Mississippi Legislative Black Caucus where she provided budgetary support to its members.

Previously, Miner served in the following capacities for the National Conference of State Legislators: Legislative Staff Co-Chair – Education Standing Committee; Legislative Staff Member – NCSL Task Force on Higher Education Affordability and Student Outcomes; Legislative Staff Fellow – NCSL Education Finance Fellowship Program. In 2020, she was selected by the Southern Regional Education Board to participate as a member of the second cohort of an International Education Study Group which deeply analyzed how the highest performing countries, provinces, and states organize their education systems for successful outcomes for all students.

Miner attained her Bachelor of Arts degree in economics/accounting from Tougaloo College. In December 2022, she completed her Master of Business Administration from Jackson State University.
