Jackson State CFO Named Distinguished Alumnus for Delta State University

Jackson State University’s Chief Financial Officer, Howard Brown Jr., has been selected as a 2021 Alumni Award recipient by the Delta State University Alumni Association. He will be recognized at the annual DSU Alumni Awards Gala, slated for Oct. 29 at 6 p.m. in the Kent Wyatt Hall Atrium.

“The Jackson State University community extends our heartfelt congratulations to Howard Brown on this noteworthy recognition,” said President Thomas K. Hudson. “He has been a tremendous asset to the team as our chief financial officer, and we are thrilled that his hard work has not gone unnoticed.”

Each year, as part of Homecoming festivities, the DSU Alumni Association presents service awards to Delta State alumni who have exhibited exceptional dedication and commitment to the university. Brown will receive the Alumni Hall of Fame Award, presented to alumni who have achieved professional distinction and made significant community service contributions at the local, national and/or international level and who have thus brought honor and distinction to Delta State.

In his role at JSU, Brown is responsible for the oversight of business & finance, accounting, financial reporting, fiscal affairs, and budget and planning for Jackson State University. He previously served as the deputy executive director for the Mississippi Legislative Budget Office (LBO) and was with the LBO for more than 25 years. He worked directly with the lieutenant governor, speaker of the House, and all members of the Mississippi Legislature to formulate a $22 billion state budget with multiple funding sources.

As deputy executive director for the LBO, Brown managed a staff of approximately 30 employees who provide fiscal analyses, policy analyses and information technology support to approximately 300 legislators and staff. Additionally, he served as the LBO liaison to the Mississippi Legislative Black Caucus by providing budgetary support to its members for items pertaining to their legislative agenda.

Brown has helped streamline the submission process for all budgets in Mississippi and assisted in the implementation of the Statewide Strategic Plan for Performance and Budgetary Success.

Brown received his bachelor’s degree in accounting from Delta State University in 1996. In 1998, he received his MBA from Jackson State University.
