State-agency employees in IOG’s certificate program qualify for 3% salary hike

State-agency employees who complete JSU’s Institute of Government’s Public Management and Leadership Certificate Program will qualify for a 3 percent salary increase based on a recent declaration by the Mississippi Personnel Board that designates Jackson State’s 16-week skills-building course as an “educational benchmark.”

“This is good for JSU,” said Dr. Otha Burton, JSU’s executive director of IOG. He explained that the program involves 45 contact hours of development with notable individuals serving as faculty members. These elite instructors from various sectors of government aim to assist employees in doing their jobs more effectively.

IOG’s 2016 fall cohorts successfully completed the PML program Dec. 14 after hitting a new benchmark requiring them to associate each of their three-week subjects with personal job duties and responsibilities. The sessions include state, county and city government finance and budgeting; human resource management; and policy development, accountability and evaluation.

This was JSU’s third PML session, and certificates were awarded at JSU’s 101 Downtown Campus.

To date, 27 mid-level managers have earned their qualifications. These employees are from city, county and state governments; public nonprofit organizations; and university staff.

Those who are employed by state agencies only automatically qualify for the 3 percent increase in salary. (NOTE: The 3 percent applies only to departments and agencies in the executive branch of state government, i.e., MDOT (transportation); MEMA; Bureau of Parks and Recreation; Public Safety; Budget and Finance; etc. This excludes public institutions of higher learning such as JSU.)

  • David F. Knight – Hinds County Human Resource Agency
  • Connie E. Little – JSU School of Public Health
  • Chelsea J’Ehan Luster – Hinds County Human Resource Agency
  • Karen Reed – Hinds County Chancery Court
  • Zenotha T. Robinson – Mississippi Department of Transportation
  • Courtney S.V. Rutledge – JSU Department of Speech and Theatre
